Fair work starts before the job begins.
Clients should understand what they are buying. Trades businesses should be able to show what they delivered. When something goes wrong, both deserve a fair assessment.
Decisions before the pilot
This proposal is open for review and has not been adopted. Appoint the board, choose one trade category, arrange liability and insurance, and review privacy controls. Start only a small pilot with real staff and funding available. Proposed targets are five assistance cases and three unaffiliated businesses. These are targets, not results.
Authority and conflicts
Proposed board roles are chair, secretary and treasurer. At least two of three members should have no financial, employment or family relationship with the founder. Appoint assessors for demonstrable expertise. Assessors never decide their own reports, and appeal reviewers have no earlier involvement. Anyone with a conflict loses access to the case and takes no part in its decision. Record replacements. If there are too few independent people, no substantive decision is made.
Scope and engagement
Before accepting a case, record the parties, work, geographical scope, questions, fees, deadlines and exclusions. Both parties receive the same explanation of the organisation’s role. Reject cases outside available expertise or with an unresolved conflict of interest. Give reasons and, where possible, a suitable referral.
Evidence protocol
Each record has a source ID, receipt date, filename, provenance, relevance and limitations. Preserve originals and separate redacted copies. A hash demonstrates that a digital file has not changed since capture. It does not establish that its contents are true. Label information as a party statement, document, observation or question. Expert findings additionally identify the specialist, discipline, method and limits.
Right of reply in the pilot
Proposed working period: fourteen calendar days to respond to key questions and relevant records, with justified extensions where needed. Share only what is necessary for a response, after checking third-party information. Record replies, absent replies and disputed points separately. Issue draft findings for factual correction before a final report. Silence is not agreement or proof of fault. These proposed periods do not alter legal or contractual deadlines.
Technical assessment
Identify the applicable standard version or agreed performance before inspection. A visit requires the right holder’s permission. Record the initial condition, instruments, circumstances and limitations. Destructive investigation is never implicitly authorised. Immediate hazards go to an appropriately authorised party first. Certification assessment does not replace emergency measures.
Certification pilot sample
Proposal: assess at least three representative recent projects and conduct at least one independent work inspection within the chosen scope. The assessor selects the sample. The business cannot restrict it to satisfied clients. If fewer suitable projects exist, the committee must approve a reasoned alternative or defer admission. Record selection, reasoning and limitations. These proposed numbers need feasibility testing in the pilot.
Assessment matrix
Each criterion records requirement ID, scope, standard version, evidence IDs, finding, severity, conclusion and assessor. Critical findings include a serious safety defect, missing mandatory authorisation or deliberately falsified evidence. No certification until independently resolved and appropriately remedied. Other findings need a written action plan with owner and deadline. An average score cannot offset a critical failure. An independent decision-maker checks the complete matrix.
Certificate and register
Issued certificates identify the certificate ID, legal entity, trading name, location, work scope, exclusions, standard version, assessment date, decision date and expiry. Proposed validity is twelve months. Register statuses are valid, suspended, withdrawn or expired. Applications, expressions of interest and remedial periods are not certificates. Keep an internal change history. The register does not publish complaints or private information.
Suspension, withdrawal and appeals
A substantiated serious concern may require reasoned temporary suspension. Give the business the relevant grounds promptly and allow a response. Withdrawal requires a separate reasoned decision. Proposed appeal period: thirty calendar days, with justified late submissions considered. Acknowledge within five working days and agree the review timetable. These are proposed service standards, not current commitments. An uninvolved reviewer may uphold, correct or order reassessment. Statutory remedies remain available.
Complaints about the organisation
Separate complaints about service or procedure from appeals against certification decisions. Assign complaints to someone not involved. The board tracks resolution and systemic improvements without routinely reading case contents. Publish anonymised totals and patterns annually once real cases have been handled.
Funding and budget
Obtain quotations for incorporation, liability insurance, external specialists and a review of privacy and legal requirements. Include banking and accounting costs, and any trademark registration. The current technical database uses a Free Supabase organisation. No new paid subscription has been activated. Free capacity has limits and may restrict service after inactivity or quota exhaustion. Expansion requires a separate budget decision. Account separately for donations and assessment fees. No referral commission on repairs in the pilot. Sponsorship must not confer case access, priority or influence over decisions.
Privacy and access before opening
Identify the controller, purpose, legal basis, recipients and retention period for each processing activity. Review processor agreements and potential transfers for each provider: Vercel and Supabase, as well as the email provider. Assess whether a DPIA is required and carry one out where appropriate. Access is denied by default and limited per case. An owner’s sharing choice is not consent on behalf of all third parties. Initially exclude medical records, national identification numbers and criminal allegations.
Technical product status
The online application includes profiles, multiple cases, timelines, private files, read access for verified email addresses, revocation, export and deletion. The Frankfurt database is separate from the Expert Exact CRM. Confirmation and recovery email still require a verified SMTP connection. Public registration is closed. The current environment is for fictitious technical testing. Formal intake, caseworker appointments and retention rules await organisational decisions.
Security and incidents
Restrict administrative access and use strong authentication for hosting and database management. Demonstrate recoverability with a separate backup and restoration test before accepting real cases. During an incident, restrict access, preserve necessary logs, assess impact and determine notification duties. A free database without demonstrated backup and recovery is not yet a production case service.
Stop rules and evaluation
Pause intake if staffing, independent decision-making, security or funding cannot support commitments. After the pilot, examine actual hours, costs, evidence gaps, differences between assessors, remedial outcomes and both parties’ experiences. Revise rules before expansion. Publish only measured results with the limits of a small sample made clear.
Preparation for the notary
Proposed purpose: promoting reliable, safe and fair trade services through education and practical assistance, with independent quality assessment. Discuss appointments and dismissal, voting, absence and incapacity, conflicts, signing powers, amendment of statutes and dissolution. Agree how independent oversight will operate. Trademark checks, intellectual property, tax treatment and potential business activities need separate review. This document is not a notarial deed.
The proposal for Radar
Request a critical editorial conversation about a verifiable process for trade disputes. Demonstrate one fictitious case, the business’s right to reply and the safeguards around a commercial founder. Ask what expertise and evidence are missing. Do not claim a broadcast, partnership, endorsement or result without an actual commitment.
